Housing & Real Estate Stewardship Manager

T.R.U.S.T. South LA is a membership-based non-profit community land trust focused on: the production and preservation of affordable housing and the stewardship of community-controlled land; building values-driven community development; building awareness and fostering community leadership on issues of housing, transportation, sustainability and recreation; and creating programs, collaborations and initiatives that build community and economic opportunity for low-income residents within and beyond our project boundaries.

Position Summary

We are seeking a committed Housing & Real Estate Stewardship Manager to oversee the management and preservation of our community land and housing assets ensuring community control and shared equity ownership opportunities for South LA Black and Brown low income residents. The Housing & Real Estate Stewardship Manager will play a vital role in maintaining the integrity and sustainability of our properties, ensuring they remain affordable and accessible for current and future generations.

Responsibilities:

  • Asset Oversight: Manage a portfolio of 5 properties within the Community Land Trust(CLT), including residential and commercial units. Liaison between TRUST tenant members and 3rd party development partners such as property managers, general contractors, vendors, consultants, lenders, funders, and others.
  • Financial Management: Develop and monitor property operating budgets, track expenses,and ensure financial sustainability and solvency of real estate assets. Coordinate with the Finance Director for financial reporting and audits as required.
  • Lease Administration & CLT Homeownership: Oversee lease agreements, rental and/or maintenance fee collections, and tenant relations. Implement fair and consistent leasing policies aligned with CLT principles. Oversee the resale process of CLT homes, including working with TRUST South LA real estate broker or outside broker, determining maximum resale price, marketing and outreach, processing applications, certifying incomes and eligibility, and ensuring selection process complies with fair housing.
  • Property Maintenance: Coordinate maintenance and repairs, ensuring properties are safe, well-maintained, and compliant with regulations. Develop and track major capital improvement plans for each property over a predetermined time horizon. Update list of potential contractors for basic maintenance and capital improvements. Identify vendors and solicit and review cost proposals and contracts for work associated with the ongoing maintenance and operation of the properties.
  • Asset Planning: Collaborate with TRUST South LA’s CLT Development Team, Residents and Board Real Estate Committee to develop long-term asset management plans aligned with community needs and CLT goals. Provide advice on major rehab and financing needs of homeowners in CLT homes.
  • Community Engagement: Partner with the Land Stewardship Manager to foster strong relationships with tenants, neighbors, and community partners. Support initiatives that promote community wealth building and housing equity.
  • Compliance and Regulatory Oversight: Ensure compliance with public funding policies and procedures, and the requirements of other governmental entities including laws, statutes, ordinances, codes, rules, and regulations. (i.e., LA Rent Stabilization Ordinance, tenant annual income recertification, welfare tax exemptions for property taxes, affordability covenants, regulatory agreements, etc.).

Qualifications:

  • Bachelor’s degree in business administration, real estate, urban planning, or related field (or equivalent experience).
  • Previous experience in property management, asset management, or real estate development, particularly in affordable housing or community development settings.
  • Strong financial acumen with experience in budgeting, financial analysis, and grantmanagement.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Commitment to social justice, housing equity, and community-led development.
  • Familiarity with South Los Angeles communities and understanding of the challenges faced by low-income residents preferred.
  • Driver’s License and access to reliable transportation and a personal vehicle that can be used for work-related travel. Proof of insurance will be required.
  • Familiarity with community-based ownership housing models (such as Community Land
  • Trusts and limited- or zero-equity housing cooperatives) preferred.

Compensation

The Housing & Real Estate Stewardship position is a full-time, exempt (salaried)
position with full medical/dental benefits for employees. The salary is based on qualifications and experience with a range of $70k-$80k annually.
