The Solid Ground HPP helps prevent new cases of homelessness for families by stabilizing housing and working with them to build a more financially secure future. The Step Fund provides interest-free loans to low-income residents of LA County who are at risk of eviction within 30 days due to recent financial hardships. The program offers quick access to funds, flexible repayment options, and direct payments to landlords or utility companies to help keep people in their home.
Funding Available: Interest free micro-loans of up to $2,500, recipients have 3 years to pay back, and repayments start 60 days after the loan is approved.

The Home Safe Program includes short term prevention services such as housing stabilization, housing search & placement, landlord mediation &advocacy, reunification/relocation assistance, etc.
Eligibility requirements: Age 60+; Must be APS client (have open case); Client must be experiencing a financial crisis and an imminent risk of becoming homeless by meeting one of the following criteria:
● Rent burdened – paying 30% or more of income in rent, and presents any of the following financial crises:
o Receipt of a rental increase that the client cannot afford;
o At least one month behind on rent or utilities if they are tied to the unit;
and/or
o Foregoing food and/or medicine to use their money for rent.
● Received a court eviction hearing notice or Unlawful Detainer or has received a written notice of intent to terminate tenancy from a landlord (including 3-day pay or quit).
Funding available: Security or utility deposits, rental assistance, moving costs, past due bills, legal fees, reunification services.

Encourages Landlords to make necessary repairs in order to make the property habitable and safe again
Affected tenants can be eligible for a reduction up to 50% off the rent
Tenants have the option to either pay the landlord the reduced rent amount or put the monthly payment in an escrow account with uses for utility assistance, rent, or for future relocation
Department of Housing must make determination if property is eligible for entry into REAP if landlord does not make repairs in a timely manner.
