Visioning Consultant T.R.U.S.T. South LA-Request for Proposal

Introduction:  
T.R.U.S.T. South LA (TRUST) invites qualified consultants or consultant teams to submit proposals to design and facilitate a series of visioning workshops that will align staff, board, and community partners around the mission, programmatic concepts, and capital campaign goals for TRUST HQ, a future climate resilient community center slated to launch at TRUST’s 20th year celebration on October 2, 2025. 

Organizational Summary:  

T.R.U.S.T. South LA is a membership based non-profit community land trust focused on: the production and preservation of affordable housing and the stewardship of community-controlled land; building values-driven community development; building awareness and fostering community leadership on issues of housing, transportation, sustainability and recreation; and creating programs, collaborations and initiatives that build community and economic opportunity for low-income residents within and beyond our project boundaries.

Scope of Services:  

  • Collaborate with TRUST to refine workshop objectives and agendas.  
  • Design and facilitate interactive workshop(s) (virtual, in person, or hybrid) that must cover the following:  
  • Define the mission and vision for TRUST HQ;  
  • Establish space & infrastructure needs;  
  • Shape capital campaign narrative and goals.  
  • Develop all facilitation materials, slide decks, worksheets, and feedback tools.  
  • With NAC’s support, lead the development of concise post session summaries within three (3) business days of each workshop.  
  • With NAC’s support, lead the synthesizing findings into a “Vision Narrative” document and board ready presentation deck.  
  • Coordinate with TRUST staff to organize materials on Teams/SharePoint and integrate outputs into the broader capital campaign work plan.  
  • Provide up to two (2) rounds of revisions on all deliverables. 

Anticipated Timeline:  

Consultant is expected to be under contract by end of June, 2025 and complete all deliverables by no later than mid August, 2025, ahead of the capital campaign launch in October 2025 (see RFP schedule below). 

Deliverables: 

  1. Kickoff meeting agenda & summary 
  2. Detailed facilitation plans  
  3. Workshop materials and recording links 
  4. Raw notes and summarized insights after each session 
  5. Transfer of editable files and data to TRUST 

Proposal Submission Requirements:  

A complete proposal must include:  

  • Cover letter (1 page) signed by an authorized representative.   
  • Narrative describing understanding of project and proposed facilitation approach (≤4 pages).  
  • Detailed work plan and timeline.  
  • Firm / team qualifications, bios, and roles.  
  • Examples of up to three (3) similar projects with client references.  
  • Fee proposal with itemized budget and total fixed fee not to exceed $6,000 (exclusive of any applicable taxes).  
  • Three (3) professional references with current contact information.  
  • Proof of insurance and (if applicable) certification as a small/local/disadvantaged or minority owned business. 

 Selection Criteria:  

  • Relevant experience in community centered visioning and facilitation of participatory community planning  
  • Quality and creativity of proposed methodology  
  • Capacity to meet schedule and deliverables  
  • Commitment to racial & economic equity / local hiring  
  • Cost competitiveness  
  • Client references 
  • Being based in and have relevant professional experience in southern California 
  • Bonus: Experience in capital campaign fundraising consulting  

Budget & Compensation:  

TRUST anticipates awarding a fixed-price contract not to exceed $6,000 unless mutually agreed upon in writing. The fee should include all professional time, travel, materials, and incidental expenses. Progress payments will be tied to acceptance of deliverables. 

Should the selected consultant demonstrate experience in capital campaign fundraising consulting, TRUST may consider extending the contract to support subsequent campaign strategy and donor engagement activities. 

Contract Terms & Conditions:  

  • Independent contractor relationship; consultant responsible for all taxes and insurance. 
  • Consultant must maintain minimum $1 million general liability and workers’ compensation coverage.  
  • All work products become the sole property of TRUST.  
  • TRUST reserves the right to cancel this RFP or reject all proposals.
